GENERAL DESCRIPTION:


The Wyoming Department of Corrections is seeking a Licensed Counselor Assessor for the Field Services Division. Assessors conduct court-ordered clinical substance abuse assessments and mental health screens to be submitted to the courts for persons with felonies or three or more DUIs within 10 years in Wyoming courts.

The Field Services Division oversees the case management of probationers and parolees to facilitate their reintegration into society. DOC is a positive evolving department with job variety and challenges that help make a difference with offenders and the community. This position offers a yearly paid continued education credit subscription through online programs and allows for Telework four days a week.

ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

 

 
  • Conducts substance abuse assessments and mental health screens for several Field Offices and Institutions using the Addiction Severity Index (ASI), the current version of the Diagnostic and Statistical Manual of Mental Disorders (DSM), the current version of the American Society of Addiction Medicine Patient Placement Criteria (ASAM), and other standard assessment tools as clinically indicated.
  • Facilitate requests for information from community treatment providers for collateral information to provide the most accurate and realistic report possible. 
  • Generate formal clinical assessment notes and reports, including diagnostic impressions and treatment recommendations, as part of the Pre-Sentence Investigation Reports for the Court's consideration at sentencing.
  • Collaborate with Probation and Parole Agents and other collateral sources in preparing these reports to provide the most accurate and realistic report possible.
  • Attend and participate in regular clinical and administrative supervisory and staff meetings and training as needed.
  • Acquire and maintain knowledge of current best practices in substance abuse and mental health regarding the population served following program certification requirements.
  • Provide crisis intervention and consultation for clients when needed.
  • Provide expert testimony in court when required to clarify and explain conclusions contained in assessments.

PREFERENCES:

 

Preference may be given to a Wyoming Licensed Mental Health Clinician with experience in a clinical setting, experience with clinical assessments, advanced education, and criminal justice experience.

KNOWLEDGE:

 
  • Knowledge of Bio-Psycho-Social assessment methods.
  • Knowledge of ASI/ASAM and other standard assessment/placement tools.
  • Knowledge of addictions and change theory.
  • Knowledge of the Addicted Offender Accountability Act (AOAA).
  • Knowledge of the criminal justice system and Wyoming Court System.
  • Knowledge of treatment resources in Wyoming.
  • Knowledge of treatment issues that occur with the criminal justice population and treatment approaches to address those issues.
  • Knowledge of human behavior, mental health disorders, crisis behavior, and substance use and abuse.
  • Knowledge of state/federal statutes and regulations and department policies and procedures.
  • Knowledge of the philosophy, aims, and goals of mental health & substance abuse counseling.
  • Knowledge of the principles and techniques of administering and interpreting tests.
  • Knowledge of research techniques and statistics.
  • Knowledge of counseling and interviewing techniques and intervention methods.
  • Skills in oral & written communication, grammar, and spelling.
  • Skills in the use of personal computers and typing.
  • Skills in conducting assessment interviews and making recommendations from findings.
  • Skills in interpersonal relations.
  • Skill in work organization.
  • Ability to maintain the confidentiality of privileged information.

 


MINIMUM QUALIFICATIONS:


 

Education:

Master's Degree (typically in a field that meets the academic standards of the board)

 

Experience:

1-2 years of progressive work experience (typically in a field that meets the academic standards of the board) with acquired knowledge at the level of a Certified Practitioner

 

Certificates, Licenses, Registrations:

Licensed Clinical Social Worker and/or Licensed Professional Counselor, Provisionally Licensed Social Worker and/or Provisionally Licensed Professional Counselor

PHYSICAL WORKING CONDITIONS:

 

  • Travel throughout the State of Wyoming depending on the assignment
  • Lifting/grasping up to 20 pounds without assistance on an occasional to regular basis
  • Walking on cement floors on an occasional to regular basis 
  • Walking up and down stairs on an occasional basis 
  • Stooping, bending, kneeling, crouching on an occasional basis
  • Reaching on a regular basis
  • Typing/Repetitive motion on a frequent basis
  • Talking/hearing on a frequent basis
  • Seeing: the visual ability to perform an activity such as analyzing data and figures, viewing a computer terminal, extensive reading
